In 1891 what seems to be her was living at 51 Scholes Lane, Eccleston, St Helens, indexed as Fanny on Ancestry:
Rhoda Fenny visitor 15 Assistant in household, born Widnes Lancs, in the household of William and Ellen Naylor both 42, born St Helens and Eccleston respectively. No help at all in tracing her parents!

I'm struggling to find her in either 1881 or her birth registration. What else does her marriage cert give - eg names of witnesses

I also can't find a marriage between James Fenney and Annie Rutledge on Freebmd.

Not doing very well this morning!

Like Stéphan I can't find anything relating to her birth, her presence in the 1881 census, or her alleged parents.

Stéphan found her in 1891 living in the same household as William and Ellen Naylor. I may be clutching at straws but in the June quarter 1874 in Prescot registration district (which includes St Helens) there are two marriages where the four parties are James Fenney, John Naylor, Ann Rigby, and Ellen Rigby. I know the census says William Naylor, but I wonder of this might be Rhoda's parents and Ellen Naylor née Rigby could be Rhoda's aunt. Pure speculation of course!

Names of parents on death certificates don't come from the deceased, so must be regarded as suspect, particularly the mother's maiden name. Likewise with the names of fathers on marriage certificates - deceased doesn't always mean deceased (the same as no mention of deceased doesn't mean the father is necessarily alive), and the name might be an invention to hide illegitimacy.

I'll do some more work on the Naylor angle after breakfast

There is this family in 1881 census # 30 B H Elephant Lane, Sutton, Lancashire

James FENNEY 38   Eccleston, Lancs Coal Miner     
Alice FENNEY 36   Sutton, Lancs Housewife

Marriages March quarter 1867 with James Fenney & Alice LOMAX Prescott dist vol. 8b p. 745

a few doors earlier at  #9 B H Elephant Lane are a Thomas and Hannah Fenny boarding in John & Ellen Lomax household

Now I forget why this was even a thought as to being the correct person in 1881, sorry...sometimes I take too ling cleaning up the files and my mind gets cluttered instead..

This James has a wife Ellen, but he is a colliery engine winder...I don't have censuses but if someone can follow this family through to see if James is there 1891 /1901 as he's shown as deceased before 1891 marriage. This Alice is a little older...

I suppose the wife also could have died in childbirth and the father soon after...so that the daughter remembered little of the mother's name...

Yes that is the Ellen Rigby marriage, .so this solves the gal you found in 1891...but is this the correct gal? Where did the name Rhoda come from then? also this gal was quite young although it happened children married at that age and lied about their age, I suppose. Be all tough to prove...

The FHS submission has this James dying much later than 1891...

Need an ace hunter on this...much too mind twisting for my aging, already twisted brain :)
